Manager dont open without internet connection

i am using desktop pc. when power cut , my pc close.
when power come , my pc start automatically from BİOS. but internet connection establish 5-6 minutes later.

i set manager opening windows 10 start up. but manager stucks and dont open because there is no internet connection.

so i need to manager starts automatically windows 10 start up without internet connection. if you help this, it would be great.

Use task scheduler to delay the startup.
