Pretty sure that’s intentional because why do you need it to be used until you’re attacking a monster?
Not a bug. Berserk regens faster when you use Energy of Life but not the berserk aspect of it. Someone asked me to change it to be that way.

Not really. You get more berserk out of it by letting it regen faster rather than using it instantly.
