By editing the plugin file, I increased the delay time from 10000 ms to 120000 ms, only after making and saving this change, when I “Yeniden Yükle (Reload)” from the pHbot - Plugins page, the plugin does not load. How can I fix this problem?

Got it, is there a longer latency chat plugin for phBot? People get annoyed because xChat sends a message every 10 seconds.
Nope not one that would be approved for TRSRO… just dont use chat spam no one reads them anyway because they are annoying as you said.
