Phbot Bard speed skill condition?

Good day guys ,

I am wondering is it possible to create a condition like below ;

If party player doesn’t have speed skill and party player in training area or near cast speed skill ?

Temporarily i create just if time elapsed more than 30 second recast speed skill . But it waste of Mp potion for me at the moment and attack and buff speed is so slow in this situation.

Please share your experiences with me …

AFAIK there is no such conditions.
Anyway:

Why you just do not cast Mana Cycle on yourself?
Also you can increase time elapsed to 45 sec.
