Check your antivirus software or defender. Add Appdata/Local/Programs folder to exception list. I think something happened to your password encryption file. Try to restore password with backups on Backup folder. If that doesn’t work, you have to delete all Manager folders and rebuild it with new installation.
Also I want to mention that there is no any bug or problem with Manager. Nobody has that kind of problem.
Restore the file from previous versions or the Backup folder.
