open cmd and write
fsutil resource setautoreset true C:
restart windows and istall it

Definitely looks like something is broken on your system so the install cannot complete.
and move the install file to c:
i uninstall and move folder to C and install again and make restart . same problem

You also need vcredist 2013. Did you install that too? It comes with the Manager zip file.
